Why Allah (swt) didn’t send down His Angels to give mankind His message instead of Prophets, who are men like us?

The Holy Qur’an states:

What kept men back from belief when Guidance came to them, was nothing but this: they said, “Has Allah sent a man (like us) to be (His) Messenger.” 17:94

Say, “If there were settled, on earth, angels walking about in peace and quiet, We should certainly have sent them down from the heavens an angel for an apostle.” 17:95

The argument is that if Angels inhabited this earth, an Angel from heaven could be sent down as an Apostle to them, as they could mutually understand each other, and the Message of Allah (swt) could be explained without difficulty. But the earth is inhabited by man and they are divided onto races, group and nations.

Allah’s (swt) truth make all things clear, His signs are not for those who mock. The Holy Qur’an states:

“Why bringest thou not angels to us if it be that thou hast the Truth?” 15:7

Angels are not sent down to satisfy the whim or curiosity of the unbelievers, they are sent to bring inspiration to Allah (swt) Messengers (Prophets and Apostles) and to execute Allah (swt) decrees.
